I have a question/curiosity which I think the reason for most people not starting their business.

So let's say I have a business idea that I have no skill for (like apps, website services) but I believe it has potential. How do I set up a reliable team to start it. Besides that, how do I pay them since it would be a long process and they if they can't manage to do what's on my mind, it would be a silly risk to trust them and pay them a lot for something useless. But the highlight is having the idea but not having the skill that is very hard to learn. If you have faced this problem and beat it, I'd really appreciate some advice.
