I can't get any clients

Hello, i am a web developer working for a small web agency in my country(Algeria), i make arround $350 per month at max for 3-6 new projects each month plus the maintenance of the old projects and tech support, one day my boss sent me by mistake the bill of one of the projects i made and it was about 3 times my salary so i decided to start my own web agency and tried to look for local businesses online and call them to offer my services but i can't seem to have any client to approve on a project, i don't want to quit before having few projects for safty but also in my country it is hard to make bills for the clients without having legal company status, the only way is to make a consultat contract with the clients.
