Development company is not making the wireframe of the app without my signatures on the contract.

They are saying wireframe is for free but when I ask if it's free then why don't you show me how it looks and then I will sign the contract, they straight out refuse to do so. They want to legally bind me to make the entire payment even if I don't like the wireframe.Is this a normal practice ? Their price is extremely cheap honestly speaking and I don't know if any other Development company can give me that quote but I highly doubt their ability to build a streaming app now.They also lied to me about the two Major apps they claim to have developed.
