Received Cease and Desist letter after brainstorming ideas

Long story short:-I have a pre-launch startup.-Met with a guy who has a vision for something similar. We met and brainstormed ideas for the app on a few occasions.-Due to our shared interest, we discussed a potential co-founder partnership. He stated that he wants 50% to join, it ended with me telling him that I don't want to partner with him as I do not know him well enough yet.-Earlier this week he sent me a Cease and Desist letter, very well written. He claims to be an attorney, though I can find no record of this while searching for him online.He is claiming 50% of the company (which is worth 0 as we're pre-launch and pre-customer) + $25K and threatening that no investor will want to touch my startup if I do not meet his demands.What do I do?
