Learning to be precise and optimal?

An example I heard in an online video from a fbi detective is "there are 100,000,000 different counterfeit bill, but only one real one, so we focus extremely on what is a real bill, therefore we know within a second what is fake, and which is real."Is our goal as business people to focus intensely, on the most optimal ways of running a business?imo, in a nutshell a successful venture has 4 parts, A. a well function system(efficient, effective, consistent) B. operates in a good environment(market, profitability, competitors, customers) C. satisfies the target customers equally or better than competitors. D.
