Scaling design agency and finding regular clients

I'm doing freelance graphic design for the past 8 years on online freelancing platforms. Did work for over 2000+ clients, I had some returning clients over time and 1 contract for the past 5 years. I have 3 employees currently but every month it is stressful thinking will I have enough workload. I was thinking I need to find a way to move away from freelancing platforms as the main source of work and find agencies overseas(I'm in the Balkans/Europe) that are willing to outsource work on a regular basis.
