Mass selling of highly priced items?


I'm writing a story, and I'm wondering if there is any legislation that prevents or limits the bulk selling of highly priced items. I'm going to use Jadeite as an example since it costs 3 million USD per carat. Let's say an individual comes across 1000 kilograms of Jadeite. That would be 5 million carats of Jadeite, and now he wants to sell all of it for the going rate of 3 million USD per carat. That's an astronomically large amount of money. I've been trying to research if there are any laws or regulations that have been put in place to prevent something like this, but I can't find much, so figured I'd ask here. see hubwealthy.com/wealthy
