Wanting to start a recruitment firm, not sure where to start paperwork wise

Hello,I have a broad STEM and business background. I am not as able-bodied as I once was, so I am looking to start a more office based business. I have owned other small businesses, but none in the recruiting realm. I do know recruiting agencies can see returns of around 10-25% per contract. Just curious of anyone knows of or perhaps could direct me to the best source for setting this up?
