Recommend me a cold outreach tool

I'd like to market a SaaS business with cold email outreach. I have a CSV file with ~8,000 rows of recipient data. I am looking for a tool that can:Automatically send mail merged emails to these recipients in batches of about 100 per day, and only on working days. I don't want to try sending 8,000 emails all at once.Automatically send a follow-up email if the recipient does not respond after some time, e.g. a week.Stop sending emails to a recipient once they respond, and from there allow me to manage that lead manually.I imagine this tool ought to already exist, and I'm not particularly interested in writing my own right now.
