Stressed and overwhelmed, how do I find the right co-founder?


I'm developing an application that centralizes political information (legislation, voting records, finances, etc., city, county, and state - federal to come later) into a single location, then I make it easy for people to understand and participate in the political process through the application. It's a massive project. I'm focusing mainly on my home state as a proof of concept.I've done all the development, mass data gathering, web/app, machine learning, database, etc.. I've done everything myself.I'm desperate for a co-founder. I've had quite a few people want to jump on board and be part of it. Some people just don’t really offer anything substantial and the latest person I had to turn down because she wanted to use it as a tool for one specific political party (which goes against the philosophy of what I'm doing), when I told her that wouldn't work she tried to get me to sign a partnership agreement with that would allow her to take my application and split, continue on her own under a new name and be an instant competitor. She still wants to be "involved" but she has serious reservations about letting "the other side" utilize what I've made.I haven't monetized my application yet, I've had to pivot multiple times to find the right way to bring in money. I'm very confident that I've come across the way to monetize my application that doesn't go against the philosophy of what I'm doing (create a truly unbiased source of political information), but it requires another pivot and a lot more development on my end.I'm financially just scraping by, I can barely manage my own code base. It's so massive, I don't feel like I have time to go out and market. I'm desperate for help but trying to be very smart about who I work with (since I've been burned in the past).I've presented my alpha/beta version to some political groups and legislators and have had great responses despite it being very much under development. I'm finding it very difficult to wear all the hats while still doing development.I'm feeling completely overwhelmed with everything that needs to be done. I feel like I need 5 copies of myself.I don't know how to find a good co-founder. Maybe my expectations are too high. I expect a co-founder to be able to contribute either work or monetarily. I tell people that I'm not just going to hand out a percentage of ownership because they tell me they are committed, I tell them I will be willing to sign an agreement that gives them equity when specific goals/mileposts are met, I tell them we should both feel like this agreement is fair to each other. People like this idea, but I’ve never even got to the stage of creating an agreement. I understand people have their own lives, work, families they need to support so sometimes it doesn’t work out. Maybe I’m looking for co-founders in the wrong places?I feel like I have a direction to go to monetize, but I'm feeling super overwhelmed doing it myself.
