Struggling to hire freelancers for our startup

Our startup requires hiring freelance delivery drivers (similar to Instacart and Deliveroo) where they delivery groceries to customers.I interview candidates who apply via a phone call and they seem interested in joining the team. However when I send them a document to read and fill out, such as submitting their proof of ID and address, I rarely get any submissions.
