Can't find the right people for a project/startup team in my home town


I've recently been informed on how important teams are for creating innovations and startups. In my home town, tech isn't a really big thing, specially in my school, since i was the only person that coded in my whole school. In my hometown, since tech is not a big thing, i don't have any friends that code, or love tech, or are updated about tech daily. I have entrepreneur friends, but entrepreneur mentality is on businesses that are not related to anything in tech or software development.I have a lot of apps that i want to make, and i have a love/hate relationship with working alone. I like it a lot, but I'm aware of the importance of having a partner and receiving external opinions.My entrance to university this year was a way to find the right people for my entrepreneurship journey, but since it's moved to a virtual environment, i only know names, not personalities nor skills.What can i do in this case?
