I am thinking of starting comoany in US as a non-citizen to try and find investors. Can anyone here tell me what happens if that company doesnt live up?

Im trying to find investors to build up prototype, since my country isnt eligible for kickstarter and any respectable crowdfunding sites i figured try and go with US based company. My concern are the expenses, i can have it done over Stripe Atlas for 500USD. But what then? Do i need to pay taxes if i have no cash flow,do i need to pay salary for myself?can i be every role in my company or do i have to hire different people for COO and CEO? And probably the most important question,if i fail to find investor and want to shut down the company how much would that cost? Here in Croatia, you can start company for literally 2 Euros, but once you want to shut it down you have approximately 3500 Euros expenses!! see hubwealthy.com/wealthy
