Should I continue as a freelancer or start my own agency?

I'm a Freelancer based in the west coast and I specialize in digital marketing. So far I've struggled to find consistent work or big clients. Only landing small gigs here and there with small businesses.Recently I thought about reaching out to agencies for freelance work but after doing some research on LinkedIn on a few agencies I found that all the freelancers/employees they hire for the actual digital marketing work are sourced from thrid world countries while local employees are hired as project managers. This brutal discovery is the last straw for me from a series of straws that has me doubting the freelance path I've chosen. Right now I fear I'm going to be stuck working inconsistent small gigs with mom and pops or settling for a pittance by taking contracts from an agency considering these agencies source freelancers from low wage countries like Bangladesh and Eastern EuropeI'm starting to feel like the only way to sucess is starting an agency and becoming the project manager rather than a freelancer but I have no idea what to do or how to start see hubwealthy.com/wealthy
