Getting More Clients and Scaling

Hey all! Been lurking around here for a few months now and have a somewhat loaded question. How can I get more clients in order to scale my web design business?We've currently got a team of 3 with one in training but can't seem to keep things stable. I'm decently happy with my income as it's enough to provide for my girlfriend and I, but I'm left wanting more.Currently, I'm using Upwork to get clients. It's rather easy to get them there, but writing proposal after proposal is getting rather loathsome on my end. I've tried cold emails and calls, but they've done very little for me. I've also managed to snag some local clients through word of mouth, but that's also infrequent.If you'd like more details in order to help answer this question better, feel free to ask.
