Multi-family development - how to start?


We're buying a .25 acre lot in a resort town in Montana with a serious housing problem.More and more units are being converted to vacation rentals and there's not much for the families of service industry workers.​I'd like to bring some affordable and good looking townhouse style homes to the area. I think we can set HOA style bylaws making rentals and vacation rentals impossible and squeeze four two story townhouse style homes onto the lot at 2-3 bedrooms each.Real Estate, and development specifically, are not in my wheelhouse. I run a number of businesses and would happily break even on a project like this if it means there's reasonably priced housing in the area so my employees and employees of other businesses don't have to commute over a mountain pass or an hour each way daily.Anyone here have development experience, specifically with low to medium income housing?
