How should I promote a delivery service?

I started a delivery company a few months ago and it hasn't worked that well.I payed a lot of people to promote my business,but still,it had almost no effect. I have an app that lets you see where the courier is,and even chat with him to know if they're close to your location. It is also a fast delivery service,meaning the packages can get delivered in 1-2 hours if in both the sender and reciver are in the same city. I think I also haven't focused on the app as much as I should have.The main thing my ads have been about is the fast delivery system,which is not the first in my city.
