How to build a tech team for a pre-seed startup?


I have a hybrid background which includes the tech space, but it has been slow finding quality tech people to join a new startup. It seems like the best space to find some talent is on work for hire spaces like upwork. But that works for small projects. However, I know from personal experience building something is easier then maintaining. Building a team to build features as well as maintain an existing code space seems like a daughting task.Anyone else have suggestions on how to start building a team?
