How much does an IT outsourcing company charge for a dedicated team (software developers)

Does anyone have experience in using IT outsourcing companies offering dedicated teams for software development? We want to build a team of 5 (initially; in 2 years up to 20) software developers in Poland or Ukraine. However, we do not want to set up a company in one of these countries - only use the local provider as an intermediary (employer of record). They should be able to recruit the people and offer the whole admin (office, payroll, legal, etc.). Also, the employees should feel they are part of us, not the provider. Some companies work in an open book approach - full transparency of costs to which the vendor fee is added (also called management fee - it's basically what they earn). Example: salary + office + payroll + other expenses + vendor fee = billed amount. The main question is, how much vendor fee is reasonable to pay? We had some offers for 20%, 25%, or just an hourly cost of the developers in which the fee is included.Any experience using such a model? see hubwealthy.com/wealthy
