Starting a bilingual Call center Spanish-english


Hello entrepreneurs. A couple months ago I came up with the idea of starting a call center. I have a lot of experience in the field doing sales,outbound calling and customer service. Now due to covid and higher salaries most English speakers in my country are chosing to work from home so I believe it's a great time for starting a call center that is completely remote. I know how to setup the software,how to develop the call flow and even what kind of people I will be hiring. But I'm missing the most important thing and I want your advise. I have not been able to find a client to work with,I've looked in the internet "companies looking for call centers " I created an upwork account as an agency to see if I could get a client from there but I'm having a hard time as well, maybe I'm looking in the wrong place with upwork. So to summarize it,what ideas would you think I could work on since my company will be a new company, to get new customers ?,where do I look. Any advice is highly appreciated.
