Best practices to manage resources in a hour selling business

Hi guys,Do you have any good ideas for resource management per client? Our clients separate from fixed to flexible hour deals (like from 100 hrs 40€/h to continuous 40€/h). The issue is that I can't see the big picture in our business. (Non billable hours are very expensive). What tool / practice would be the best for this?
