How can I find customers for a custom software company?

Hi!So, the title is a bit misleading, but it's to make it more clear. Basically, I absolutely LOVE to build web platforms that are solutions for businesses. It can go anywhere to a simple register/login to automation of 95% of their job.For example, I approached a company that does recruiting. They didn't have a website. I offered them a basic website to showcase their work, but instead, they wanted a full on recruiting solution. It was lots of fun and I really liked building that. However, I don't see how to find customers. It's going to be businesses obviously. Businesses that absolutely need to have a web tool that isn't available as a "public" solution.Offering basic websites to a company is simple: check if they have website, if no or if it's ugly, offer them a new website. However, on my side, how can I know the needs of a random company? I could put up ads, but it's still so specific that Facebook Ads couldn't even target that.Any idea? see hubwealthy.com/wealthy
