What Size/Weight packages do not need customs and duties paid to USA when bringing products from China/Int'l??

Just getting my business started this year. I do wonder if I can keep packages/shipments below a certain cost value and weight/dimensions will they be able to skip the customs and duties cycle when coming into the country?I thought I saw somewhere if the shipment is below $800 valuation then it can skip all that rigamaroo process. Why wouldnt all companies simply keep all shipments small and separate if this were the case when shipping in? Let say Im wanting to sell a 5 x 7" paper notepad or something perhaps for example... see hubwealthy.com/wealthy
