Need help! I am 28 and want to start my own business (have 2 acres of land in underdeveloped city suburb).

This is my first time starting something of my own.So far I have 2 business ideas in my mind. 1- T-Shirt Printing (POD & my own designs) 2- Paper cups & plates manufacturing plantI don’t have a lot of money ($20,000) but I can get government subsidised loan at 2% RoI, which can cover the initial costs for either business.I have did a lot of research on these business and so far I can see a relatively high demand for these products, but what I am concerned about is that there are already 100s of businesses like this in my state and if it is possible to for me to make room for my products in the market. I want not only to sell locally but be able to export to other countries eventually.Please help me how should I approach decision-making and what factors should I consider when deciding?
